This paper is a summary of the first part of a study of operational aspects of Joint Implementation (JI) under the Framework Convention on Climate Change (FCCC). The Convention is not very elaborate on Joint Implementation, but merely provides in Art. 4.2 (a) that Parties to the FCCC may implement policies and measures to limit the emissions of greenhouse gases (GHG's) and to protect and enhance sinks and reservoirs individually or jointly with other parties. Art 4.2 (d) FCCC requires the Conference of Parties (CoP) to take decisions regarding criteria for JI at its first meeting.
