Assessment of Tehran's air quality situation

In this paper, Tehran's air quality situation and measures related to its improvement are being assessed. A look at the city's geography reveals that topography and climate represent unfavorable natural conditions for the influx of clean air. The demographic development of the city, its growth in inhabitants and vehicles led to traffic becoming the main source of pollutant emissions.

In an analysis of the institutions dealing with problems related to the environment and traffic management both on national and municipal level, competences and duties are described. It turns out that institutional efficiency in Iran suffers to some extent from excessive centralization, lack of cooperation between agencies as well as of the vagueness of some regulations.

A recent study on the distribution of modes of transport in Tehran is summarized and commented on. A further assessment on economic viabiltiy and ecological impact proposes how a modal shift away from private use of motorised vehicles and towards the promotion of public transport, walking and cycling could be achieved. The current state of public awareness and participation as well as efforts in public relation and education in environmental and traffic related issues is looked upon.
