Technology Cooperation in the International Climate Regime

Cooperation on international level respresents one of the central themes within the international climate negotiations. With the 2007 Bali action plan, developing countries have committed themselves to mitigate their CO2-emissions, provided that developed countries transfer technologies and financing in a measurable, reportable and verifiable manner. Moreover, cooperation and transfer in the field of technology are offering a necessary extension to the emission trading. It is true that emission trading offers market-ready low-emission technologies but it is far from being an instrument inciting increased research, development and demonstration (RD&D) of new climate friendly technologies.
In the context of the project, the Wuppertal Institute analysis how to precisely design an effective technology cooperation within the framework convention on climate change. It works out strategic papers which, in a first step, are to support the EU in defining its position in the climate negotioations in Copenhagen; in a second step they are to provide a guide-line for the implementation process. The Wuppertal Institute organises expert discussions and workshops on EU-level in order to analyse single aspects of the international technology cooperation like for instance measurability or the issue of intellectual property rights.
