Concept of Participation and Preparatory Work for the Climate Protection Plan NRW

The coalition agreement of the government of North Rhine-Westphalia aims at drawing up a climate protection plan that shall precisely determine the climate protection measures necessary to achieve the climate protection targets adopted by the climate protection law (Reduction of greenhouse gas emissions by 25 % until 2020 and at least 80 % by 2050 compared to the year 1990) including interim targets as well as contributions to be realised on sectoral and regional level. The climate protection plan that shall be adopted by the state parliament for the first time in 2012 and thereafter every five years is to be developed through a participative process involving all relevant stakeholders in NRW (enterprises, consumer associations, unions etc.).
The NRW Ministry for Climate Protection, Environment, Agriculture, Nature Conservation and Consumer Protection (MKUNLV) commissioned the Wuppertal Institute to support the Federal government in developing this climate protection plan. One of the first preparatory steps was to draw up a participation concept in order to actively involve the stakeholders in the developing process. The concept suggests the organisational and textual framework according to which stakeholders in NRW are integrated in the selection of climate protection measures for the achievement of emission reduction and adaptation targets. The participation concept was worked out in collaboration with the agency IFOK anticipated by analyses of and interviews with stakeholders in order ot know right from the start what are the suggestions and wishes of the most important stakeholders in NRW with regard to the climate action plan. The stakeholder analysis was realised together with IFOK and Prognos AG.
The following scientific monitoring shall identify and specify possible measures to by taken by the Government and systemically assess them (multi-criteria analysis). The aim is to embark a discursive process to create target scenarios for a transformation process leading to a climate friendly energy supply of the country. The final goal is to demonstrate the economic prospects related to the process and how it can be realised in a socially responsible way.
