Reallabore als umweltbezogenes Politikinstrument

Kurzstudie im Rahmen der Digitalagenda des Bundesministeriums für Umwelt, Naturschutz und nukleare Sicherheit

  • Publications 17.12.2020

The rising social relevance of real-world laboratories for shaping a sustainable future is evident by the increased integration of real-world laboratory concepts in various political strategies at national and international level. Less clear so far is how real-world laboratories can be used for an environmentally oriented digital policy.

The short study "Real-world laboratories as an environmental policy instrument" presents conceptual foundations for real-world laboratories as a policy instrument of a transformative environmental policy and derives recommendations for action for the targeted and effective use of real-world laboratories in the context of an environmentally oriented digital policy.

In the short study, real-world laboratories are understood in line with the Digital Agenda of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety as "experimental spaces for digital-based socio-ecological innovations, in which digital tools, applications and new cooperation structures can be developed and tested". The study shows that real-world laboratories build on proven approaches to action and can be a suitable supplement and further development of environmental policy in the context of a sustainable digital policy. In order to make better use of real-world laboratories for digital and environmental policy goals, the following three strategies are recommended: I) Funding programme for real-world laboratories of sustainable digitalisation, II) Knowledge transfer for sustainable change in digitalisation and III) Research on digital and participatory development of legal and planning policy instruments.
