Consultancy Services on Policy Gap Analysis and Energy Efficiency Program Evaluation

To establish a road map for energy efficiency (EE) implementation, Turkey's Ministry of Energy and Natural Resources (MENR) has prepared an Energy Efficiency Strategy which was approved by the High Planning Council on 20 February 2012. This Strategy aims at defining a set of policies, necessary actions, and institutional framework in accordance with concrete targets. Furthermore, with regard to energy efficiency MENR carries out many activities and projects and cooperates with international financial institutions. In this context the "Small and Medium Enterprises (SMEs) Energy Efficiency Project" has been developed. The main development objective of the project is to improve the efficiency of energy use in small and medium enterprises by scaling-up commercial bank lending for energy efficiency investments. The project will help reduce GHG emissions, and thus benefits from a grant from the Global Environment Facility (GEF).

This project in the context of the wider SME Energy Efficiency Project has two main targets:

  • to conduct a policy gap analysis with respect to energy efficiency (EE) in Turkey and develop actions to address policy and institutional shortcomings to improve the framework, and
  • to review existing government informational and incentive programmes for EE in SMEs, conduct impact and process evaluations and recommend actions to increase their effectiveness.

MWH Turkey leads the project in a consortium with the Wuppertal Institute.
