First, the project gives an overview on possible methodologies to measure and verify energy savings induced by energy services and by energy efficiency programmes of energy companies. Second, the project develops several concrete methodologies to measure and verify energy savings. Finally, possible options for the implementation of the EU Directive on energy end-use efficiency and energy savings are analysed qualitatively and quantitatively.
