The aim of this study was to assess the multiple benefits resulting from the pending recast of the EU Energy Performance of Buildings Directive (EPBD). To this end, benefits had been divided into seven impact areas:

  • Economy and labour market
  • Health and well-being
  • Environmental impact
  • Social aspects
  • Public budgets
  • Industrial competitiveness
  • The value of buildings

Wuppertal Institute's task in this project was to assess the recast's impact with regard to social aspects such as social inclusion, green gentrification as well as fuel poverty alleviation effects. Whereas the former two are, due to data limitations, solely assessed in a qualitative manner, the latter effect was being calculated for different policy configurations using data from the EU Statistics on Income and Living Conditions panel (EU-SILC).
