  • Project no.451019, 451356, 451963, 452403, 452134, 451611, 452752
  • Duration 07/2017 - 05/2021

Since 2015, the Sustainability Bond of the State of North Rhine-Westphalia (NHA NRW) has generally been issued once a year by the Ministry of Finance of North Rhine-Westphalia and re-finances projects of the state budget with a positively certified ecological or social impact.
The Wuppertal Institute have been commissioned with the impact assessment of the projects included in the fund. For this purpose, the scientists have been developed methods and models that measure a variety of indicators. In the area of climate protection, these include the estimation of avoided emissions through, for example, the energy-efficient refurbishment of university buildings or the financing of semester tickets.

The methods were developed to highlight indicators and estimation models for environmental, social and socio-economic changes achieved by the projects. The aim was to map these dimensions as consistently as possible and with a high degree of informative value. For this purpose, existing evaluations and reports of project promoters are used, but also estimates based on legally defined financing or scientific studies.

Reporting took place in two steps: First, an investor briefing summarised the results and the most important data in English. The project report is then published in German. The second report compiled into a method description in English, which will only be updated as methods are developed.
