In the framework of the EU-CIP project, legislative proposals of the European Commission on climate protection from the "Fit for 55" package are analysed and further developed from the perspective of the primary industry.
The industry transformation is crucial to achieve the ambitious German and European climate targets. In order for the industry to develop and invest in a climate-friendly transformation, the framework conditions must be adapted. In July 2021, with the first part of the "Fit for 55" package the European Commission presented legislative proposals to reduce European emissions by 55 per cent by 2030. Legislation or regulatory adjustments relevant to the industrial sector concern in particular the EU Emissions Trading Scheme, the Carbon Leakage Protection Scheme, including the introduction of a CO2 border adjustment mechanism, as well as the Renewable Energies Directive and the Energy Efficiency Directive. In addition, among others the Environmental and Energy State Aid Guidelines and the Ecodesign Directive will be revised.

In this project, the researchers analyse the legislative proposals with regard to their impact on basic industries. Subsequently, they develop a coherent overall approach for a climate-neutral and competitive industry. On this basis, the scientists support the Federal Ministry of Economic Affairs and Climate in the EU negotiations on the reform proposals of the "Fit for 55" package and other legislative proposals. The work includes intensive stakeholder participation in the form of meetings with representatives of the steel, chemical and cement industries.

The consulting company Guidehouse carries out the project together with the Fraunhofer Institute for Systems and Innovation Research ISI, the Wuppertal Institute and the law office BBG und Partner. The Wuppertal Institute's researchers are involved in all work packages with a focus on the derivation of success criteria for the evaluation of the policy proposals, as well as on the analysis of the transformation of the cement sector, the market framework for climate-friendly products and the Ecodesign Directive.
