Financial Mechanism for the Post-2012 Regime - Another Side of the Same Coin of Burden Sharing

Negotiations on finance mechanisms have attracted significant attention throughout climate negotiations in 2008. Firstly because the UNFCCC Secretariat published a report on financial flows in 2007. Secondly, because the Bali Action Plan adopted in the end of 2007 at the COP14/CMP4, focused on this issue as not only developing countries have to make commitments to mitigation actions and to technology transfer but that, in exchange, industrialised countries have to guaranty adequate financial support to them.
The Wuppertal Institute realised this study in two working packages in order to provide the WWF Netherlands (and the international climate community) with a better understanding about the issue and to establish a basis for further discussions on determining the allocation of contributions among countries. The first work package examined a gap between the currently available financial resources and the resources needed in 2030, and produced three pictures to present the gap in a visible manner. The second work package produced a paper explaining the defining principles for the allocation of contributions between the countries. This second work package was presented at the side event at the COP14/CMP4.
