The Free and Hanseatic City of Hamburg is currently developing a sustainability strategy, for which the Hamburg Sustainability Forum (Nachhaltigkeitsforum Hamburg, NFH) intends to submit a concept paper with a sufficiency-oriented approach. The objective of this paper is to communicate recommendations to political decision-makers, which should ideally be incorporated into Hamburg’s future sustainability strategy. The Wuppertal Institute has been commissioned to write this concept paper.
The first section of the paper outlines the scientific framework of sufficiency in the context of complying with the Sustainable Development Goals (SDGs). In addition to formulating goals for Hamburg's sustainability strategy, a particular focus lies on identifying sufficiency-oriented indicators that are relevant to the further development of the city’s sustainability reporting. Furthermore, the NFH's proposal for a sustainability check regarding the integration of sufficiency-oriented criteria is evaluated. A key goal of the paper is the development of an emancipatory sufficiency policy, which prioritises social justice and promotes a sufficient lifestyle through appropriate regulatory frameworks.
