Interim Evaluation of the National Cycling Plan 3.0

In April 2021, the German Federal Cabinet adopted the National Cycling Plan 3.0 (German: Nationalen Radverkehrsplan, or NRVP for short). The NRVP is the strategic policy document for the cycling policy of the federal government, federal states and municipalities for the period until 2030. The overarching goal of the NRVP is to make cycling in Germany more attractive and safer and to significantly increase the number of kilometres travelled by bicycle. The NRVP delineates four core pillars of cycling promotion – policy, infrastructure, people and economy – as well as the two overarching, cross-sectional areas "digitalisation" and "urban and rural". On this basis, the NRVP defines various qualitative and quantitative key objectives and specifies extensive recommendations for action for the federal government, federal states, municipalities, associations and the private sector.

The stakeholders addressed have already initiated various activities. This project, commissioned by the German Federal Ministry for Digital and Transport, aims to evaluate the extent to which the NRVP has achieved its goals to date. 

The project consortium consisting of M-Five GmbH, the Wuppertal Institute and PTV Transport Consult GmbH 

  • develops a suitable indicator-based evaluation procedure based on the various qualitative and quantitative objectives of the NRVP, 
  • researches initiated and completed activities of the stakeholders and 
  • evaluates the achievement of objectives using the developed procedure.

On this basis, the project team will formulate recommendations for future priorities during the second half of the NRVP 3.0 term.
