GCFF

Global Climate Finance Flows and Needs for Finance for a Global Transition to Net Zero and Climate Resilient Development

  • Project no. 253885
  • Duration 09/2025 - 01/2027

The global community finds itself at a critical juncture in the fight against climate change, where global high-level commitments must give way to meaningful climate action. To successfully implement such measures, adequate financial resources must be mobilised for climate and development objectives. However, while there is agreement on the scale of action required, the specific actors to be involved in mobilising financial resources and the necessary instruments still need to be worked out in detail: Despite considerable progress in mobilising and aligning climate finance, significant gaps remain, particularly in climate adaptation funding as well as ensuring that all financial flows support climate goals.

The GCFF project aims at addressing these challenges by contributing to improved transparency, more effective policies, and the strengthening of institutional capacities, to close persistent gaps in estimating finance needs and tracking finance flows.
To this end, the project team contributes to knowledge generation through a meta-analysis of current research on financial flows, needs and gaps. The findings will inform research recommendations and form the basis for action-oriented and participatory engagement with the relevant stakeholders. The project thus marks a shift from descriptive research to action-oriented engagement.
