The objective of this project is to develop and conduct analyses of the economic, environmental and social impacts relating to the revision of the existing Environmental Technology Action Plan (ETAP) to step up efforts to promote eco-innovation at EU level. The work is to support the preparation of an Impact Assessment (IA) for the revision of current ETAP and includes qualitative and quantitative micro- and macro-scale impacts, and consideration of administrative burdens. The study seeks to provide a critical analysis of the scope for general policy intervention, an analysis of the effects of the 10 current ETAP (priority) actions and a discussion of new actions or adaptation of other existing initiatives to better support eco-innovation.
The study is mainly based on analysis of existing literature, evaluations of existing initiatives and programmes and specific policy research and follows the EU methodology for Impact Assessments. Additional information and opinions are obtained from a limited number of interviews and stakeholder meetings.
