Concept of Participation and Preparatory Work for the Climate Protection Concept of Rheinland-Palatinae

The Parliament of Rhineland-Palatinate has enacted a law which aims at drawing up a climate protection concept that shall determine the climate protection measures necessary to achieve the climate protection targets adopted by the climate protection law (reduction of greenhouse gas emissions by at least 40 percent until 2020 and at least 90 percent by 2050 compared to the year 1990).

The Ministry for Economic Affairs, Climate Protection, Energy and Spatial Planning of Rhineland-Palatinate commissioned the Wuppertal Institute to support the federal government in developing this climate protection concept. In cooperation with the IFOK GmbH the Wuppertal Institute develops and implements a participatory process for mitigation measures. The tasks of the Wuppertal Institute in this process are:

  • The development of GHG mitigation scenarios to illustrate possible paths toward reducing Rhineland -Palatinate emissions till 2050
  • Development and description of mitigation measures
  • Design and scientific monitoring of the participation process
  • Conception of a monitoring process for measures and emissions
  • Preparation of a report on the implementation status of shaping a climate neutral state administration
