The specific objectives are to:

  • Identify the necessary shifts needed in government policy and public administration systems to support the Circular Economy development in a pilot city, Guiyang, in China;
  • Build capacities in the relevant departments of the Guiyang local government to promote Circular Economy through integrated policies and good governance;
  • Implement pilot policy interventions and reforms, especially those that encourage the private sector to support the implementation of the Guiyang Circular Economy Development Plan; and
  • Disseminate knowledge and experience on sustainable urban development realized in Guiyang to cities in China and other developing countries in Asia.

The target group of the project is the Guiyang government, specifically in its relevant departments and agencies in integrated policy-making. The China central government system and other local authorities in China and Asia will use the findings and experience from Guiyang, thereby multiplying the effects of the Guiyang project.
The core project activities consist of:

  • Undertaking a detailed policy framework study;
  • Developing and carrying out a training workshop for Guiyang policy-makers;
  • Identifying policy gaps and developing action plans for policy modification and integration;
  • Implementing pilot policy interventions based on the previous activities;
  • Developing mechanisms to communicate policy changes to the public;Building capacity of professional trainers in the central government;
  • Organizing an EU-Asia Mayors conference as a major dissemination and networking event; and
  • Compiling project outputs into a final report.
