Study on the Energy Savings Potentials in the EU Member States, Candidate Countries and EEA Countries

Against the background of the targets of the Energy Services Directive (ESD), the main focus of this project is to prepare a detailed analytic basis for an in-depth discussion on the economic energy efficiency potentials in the different energy-end use sectors.
In this context, the study estimated energy savings potentials for each of the EU-27 Member States, as well as for Croatia and for the other countries of the European Economic Area (EEA). Furthermore, it developed a tool to assess national EEAPs (Energy Efficiency Action Plans), to ascertain if they sufficiently take into account the existing energy savings potential within a country, and to identify the sectors where the national savings targets established under the ESD Directive can be met most cost effectively. Within the frame of this study, the Wuppertal Institute mainly worked on the residential and non-residential building sector as well as on the shaping in the field of electrical equipment and installations.
