The Klima- und Umweltbündnis Stuttgart (climate and environmental alliance Stuttgart) asked the Wuppertal Institute to assess the Stuttgart climate policy. The short study was focused on four issues:
As a result it can be said, that the city of Stuttgart has already achieved a lot due to a consequent energy management adopted since 1977. Together with further actions it was possible to lower the CO2-emissions until 2005 by 6 percent compared to 1990. As the current findings about climate change request still greater efforts, also the communities are thinking in larger dimensions targeting to contribute to the goblal reduction of green house gases by at least 50 percent until 2050. This means, that cities like Stuttgart should fix long term targets (2030, 2050) adopting relevant short and mid-term climate policies. In doing so, it has to be considered that the municipal administrations are only a part of the all the different players influencing the target achievement and that it is important to integrate them all into an overall strategy based on a defining general framework.
