The city of Wuppertal is facing a socio-economical structural-change with a decreasing number of inhabitants and employment. In the forseeable future development of the city a further shrinking is expected. In response to this, it is investigated what measures of which actors are useful to contribute towards a sustainable urban development. The main idea is based on the hypothesis that the demands of climate change and resources shortage have to lead to strong structural-changes of the social development. The city is an important level of institutional action to manage such changes.
The objective of the exploratory study is to develop basic strategies and measures for a long-term sustainable urban development in the fields of energy (heating of buildings), mobility (urban passenger transportation) and material-flow-management (urban mining for buildings) by using backcasting-scenarios and to give hints for the future urban development.
As a methodological innovation quantitative model calculations are combined with qualitative analysis of useful measures and instruments. The basic strategies of environmental policy (efficiency, consistency and sufficiency) are illustrated systematically for a long-term urban development in the concrete case of Wuppertal. As a thematical innovation the project will develop new measures and instruments to gain a necessary long-term reduction of urban greenhousegas-emissions and to reach ambitious goals of resource-protection. The project refers especially to the phase "vision-development" of the transition cycle.
The project is supporting the WI-PhD collegium "Sustainability Scenarios and Sustainable Urban Development" in the framework of the WI-PhD programme.
