The brief study "Assessment of Energy Studies and Derivation of Criteria" includes the following items:
A) Current situation of climate protection strategies in German cities/local authorities
Currently, more than 500 German cities have developed a climate protection strategy. Since June 2008, the German Ministry for the Environment has provided a funding programme for climate protection strategies to support local authorities on the basis of a guideline for the development process. Furthermore, the "Service Office for Climate Protection in Municipalities", founded by the German Institute of Urban Affairs (DIFU) provides contentual support. These facts and further relevant aspects will be summarised under this item.
B) General importance of climate protection strategies in local authorities
In this part, the relevance of local climate protection strategies will be discussed with regard to the implementation process of the ambitious climate protection targets, formulated by the state North Rhine-Westphalia (NRW).
C) Cursory assessment of existing climate protection strategies
Based on the discussion of part B, selected Energy Studies will be assessed (District Steinfurt, District Rhein-Sieg).
D) Usability of the assessed studies and conclusions for a possible support of further studies in NRW.
E) Deriving of quality criteria for the development of climate protection strategies
On the basis of the previous analyses A)-C) and of own experiences, quality criteria for the development of climate protection strategies will be derived.
