Climate Protection Concept for the City of Oberhausen

The Wuppertal Institute developed in co-operation with EEB Enerko company a climate protection concept as well as an energy recovery concept for the city of Oberhausen. The major objective of the energy and climate protection concept is the provision of a comprehensive overview of the entire area of action. Therefore, practical fields of intervention will be identified in which the municipality of Oberhausen could raise action to reduce their carbon dioxide emissions. The overall framework for this ambitions is to contribute to the climate protection goals on a national and regional level. The concept was elaborated in a close dialogue with the city of Oberhausen.

The main focus is put on measures for the city of Oberhausen and an overall climate policy model. The basis is a comprehensive analysis of the current state including an energy and CO2-balance, potential analyses and scenarios for 2030 and 2050.

At the same time, a heat-recovery concept will be drawn up. In the line of this concept, the focus lies on technologies as like combined heat and power systems (CHP), local district heating systems as well as on potentials of geothermal energies.

The suggested measures of the climate protection scheme correspond to the following topics:

  • building and housing (old buildings, new buildings, public buildings, land-use planning and development),
  • traffic (public services, walking and cycling, organisational aspects etc.),
  • energy transformation and energy supply (optimising of the energy supply, renewable energies etc.) and
  • in-depth analysis of single practical projects.


These recommendations include technological and organisational aspects as well as measures which have influences on people's behaviour.

Both concepts are worked out in close dialogue with the municipality of Oberhausen. Beyond that, a participatory process with several workshops and interviews has been organised. At the progressing of suitable climate protection measures, the involvement of local stakeholders is desirable. This participatory process has key relevance to identify new ideas and potentials and integrate actors into the concept at an early stage.
