A successful implementation of the "German Resource Efficiency Programme" ProgRess I and II, adopted by the German government in 2012/2016, requires an efficient integration within the federal system. Within the scope of the project "VertRess", the Wuppertal Institute and the German Institute of Urban Affairs examine approaches, options and measures for a better integration at the government, federal state and municipal level with regard to the current update of the programme ProgRess III in 2019.
A stronger public perception of ProgRess demands further strengthening of the collaboration at all political levels together with a better utilisation of state-specific and municipal scopes for instrument design and utilisation within the implementation process of the programme. Furthermore, the project examines mechanisms and structures suitable at the different levels for a better coordination of resource efficiency policy. That way the overall objective of ProgRess, which is the increase of resource productivity, shall be strengthened and the intertwining of the intra-federal activities be supported.
