One of the key features of the Paris Climate Agreement is the five-yearly Global Stocktake (GST). The purpose of the GST is to review the implementation of the Paris Agreement in order to assess the collective progress towards achieving the purpose of the Agreement and its long-term goals. The outcome of the GST shall inform Parties in updating and enhancing their climate actions.
The 2018 UN climate conference in Katowice adopted modalities for the implementation of the GST, but these are relatively generic. Much will depend on how the modalities will be further fleshed out by Parties and the chairpersons that will preside over the first GST in 2022-2023.
Against this background, the aim of this project is to influence the further development of the GST by developing options and recommendations for the further process. The project consists of four tasks:
- The project will review the experience from similar earlier exercises within and outside the UNFCCC in order to derive lessons for the GST.
- The project will elaborate how the GST may contribute to ambition raising and to identify what conditions need to be put in place for the GST to be able to deliver on this objective.
- The project will prepare a selection of the most important questions that the GST should answer. For each of these questions the team will review the current state of research coverage.
- On the basis of the preceding steps the project will prepare a full proposal on the content and process of the GST within the bounds of the decisions taken at the COP in Katowice.
The project is carried by the NewClimate Institute, the Overseas Development Institute, the UNEP DTU Partnership, the University of Maryland Center for Global Sustainability, the World Resources Institute and the Wuppertal Institute on behalf of the Climate Works Foundation.
