Promoting Low-Carbon Development in CAREC Program Cities

Funded by the Asian Development Bank, this project will promote low-carbon urban development in Central Asia Regional Economic Cooperation (CAREC) program countries. As a Regional Technical Assistance Project (RETA), its objective is to facilitate CAREC countries in planning and implementing climate actions that foster sustainable, inclusive, and prosperous urban economic development. It will place a particular focus on the planning and building of sustainable and climate-resilient urban infrastructure, while stimulating innovation and job creation that can boost low-carbon urban economic development. The three target regions are: Changsha-Zhuzhou-Xiangtan City Cluster (China), Nur-Sultan (Kazakhstan), and Ulaanbaatar (Mongolia).

The Regional Technical Assistance Project will support them in:

  • Developing sustainable data management systems for greenhouse gas (GHG) emissions data, which will be assessed and enhanced at the city level;
  • Recommending investment road maps for low-carbon economic growth;
  • Providing training on low-carbon urban development in CAREC countries.

The project consortium consists of the World Resources Institute (WRI) and the Wuppertal Institute. The researchers of the Institute will facilitate the development of investment road maps in the three cities and promote training, building on its expertise in climate governance, roadmapping, and energy efficiency.
