Support for a Standardised Online Survey of Municipalities on Key Climate Protection Activities

As part of the Federal Environment Agency (German: Umweltbundesamt, UBA) study "Climate Protection in Municipalities 2023," an online survey was implemented according to UBA specifications. The scientists of the Wuppertal Institute were mainly involved in the content development and evaluation of the questionnaires. The technical implementation, programming and design of the questionnaire was realised by the SOKO Institute for Social Research and Communication, with close co-ordination with the Federal Environment Agency at all stages of the project. The focus of the survey is primarily on municipal climate targets, climate protection concepts and measures. The municipalities were asked about the structural anchoring of climate protection and the climate protection staff. The importance of networks, competitions, and municipal climate protection campaigns were also surveyed, as were cooperation and municipal funding programmes. In addition, the municipalities surveyed were able to indicate how climate protection measures are being implemented in their own municipal administration and in municipal infrastructure, municipal planning sovereignty, and the enforcement of regulatory measures for climate protection in the municipality. Finally, it was of interest which possibilities exist to implement investment climate protection measures, whether there are climate protection concepts and political decisions on the climate emergency or on particularly ambitious climate protection targets.
