Sustainable Design of Urban Mobility in Middle-Sized Metropolitan Regions II

At the Association of Southeast Asian Nations (ASEAN) level, the importance of sustainable transport and of integrated planning has been recognised by the Kuala Lumpur Transport Strategic Plan (KLTSP) and the ASEAN Regional Strategy on Sustainable Land Transport (ARSSLT). However, the challenges of metropolitan regions have not yet been explicitly addressed in existing strategies. Local decision-makers’ understanding of sustainable mobility approaches needs to be enhanced, and models for cooperation across boundaries and government agencies should be developed further.

The project builds on SMMR phase I and further enhances the following fields of action:

  • establishment of metropolitan governance structures and cooperation beyond administrative boundaries;
  • development of integrated transport plans;
  • knowledge dissemination through regional learning processes between metropolitan regions; and
  • implementation of specific areas from KLTSP and other ASEAN regional strategies.

The project will operate in selected metropolitan regions in Cambodia, Laos, Thailand, and Vietnam. Actors from metropolitan regions of other ASEAN Member States will also be involved in regional communities of practice.

SMMR II addresses the improvement of infrastructure and connectivity as one of the priority areas of the ASEAN Economic Community Blueprint 2025. SMMR II will achieve this through the dissemination of concepts and strategies for integrated and sustainable mobility, including capacity building efforts, proof of concepts, common actions, and coaching of so-called lighthouse projects.

SMMR II aims to introduce sustainable mobility approaches and integrated spatial and transport planning in the work plans of selected metropolitan regions; support the work plan of the relevant ASEAN working groups, strengthen capacities and governance as well as disseminate lessons learnt throughout all ASEAN Members States and in international networks.
