Herausforderungen am Beispiel dreier nordhessischer Energieversorgungsunternehmen

After a wave of privatisations at the end of the 1990s, the electrical power supply of municipalities in Germany is progressively being returned into public hands. Consequently, municipalities discover chances and possibilities which arise with remunicipalisation.

In North-Hessian this becomes evident by the new foundation of municipal utilities for energy supply and their development. Furthermore, this process is reinforced by the Städtische Werke Aktiengesellschaft, Kassel, which supports municipalities in repurchasing power grids, in founding own (local) utilities and in building up their own energy distribution.

At the same time, the energy provider E.ON Mitte AG is bought by the North-Hessian and South-Lower Saxony counties and a public company at regional level called "Energie aus der Mitte GmbH & Co. KG".

The present master thesis analyses the process of remunicipalisation of energy supply in North-Hessian and characterises the involved challenges for municipalities. Taking the examples of three public services in North-Hessian, it is explored how the process of remunicipalisation can be designed and to what extend subordinate processes are linked to certain challenges. The thesis also examines the significance of the remunicipalisation of E.ON Mitte AG.

In order to gather enough information on the processes of remunicipalisation, the author used expert interviews.
