Sustainable Traffic Management in Megacities

The overall objective of the project METRASYS II is to reduce the energy consumption and therewith the CO2 emissions of urban traffic in megacities. To achieve this, a comprehensive traffic management system will be developed, implemented and applied in Hefei (about 4.5 million residents), China. The Wuppertal Institute will focus on elaborating new and innovative means to finance sustainable transportation and will evaluate how the transport management system to be implemented in Hefei will impact traffic and environment.

The project will develop indicators, methods and instruments for the environmental analysis and monitoring of the impacts of the traffic management system. Quantifiable parameters, necessary for environmental analysis and modelling in the transport sector, will be determined and related to the available data basis. Hereupon the aim is to assess the environmental impacts of the traffic management system and planned urban traffic developments on the basis of a Business-As-Usual (BAU) scenario. The BAU scenario is also the basis for the analysis of the suitability of transport management to be implemented via financing instruments of the international climate regime, such as the Clean Development Mechanism (CDM).
