Short Expertise: Evaluation of a Tariff Proposal

On behalf of the Federal Ministry of Food, Agriculture and Consumer Protection, the Wuppertal Institute cooperated with the agency Ö-quadrat in evaluating a proposal for an electricity tariff. Special attention was paid to the possible ecological and economical impact of this tariff proposal which aims at financially unburdening low-income households, analysed under the condition that the revenue of the respective electricity suppliers will not be affected by its implementation. A further question was whether this tariff would be compatible with a change in the energy system towards regenerative energies and a drastic increase in final energy efficiency. Result: The obligatory introduction of electricity saving tariffs is not suitable to release low income householdes nor does it stimulate energy savings. The report points out plenty of weak points in the suggested tariff models.
