Evaluation Zero-Emission City Centre of Dortmund

With the ERDF-supported programme "Stadtluft ist (emissions)-frei – Dortmunds Einstieg in eine emissionsfreie Innenstadt" the city of Dortmund is realising a total of 15 measures an actions to reduce greenhouse gas emissions from road traffic. The aim is to encourage people to cover as many ways as possible to the city centre of Dortmund on foot, by bicycle, by public transport or electrically powered and to achieve considerable positive effects for climate protection by reducing motor vehicle traffic. The Wuppertal Institute and the Bochum University of Applied Sciences evaluate process and impacts of the programme.

The process evaluation aims at accompanying the implementation process, identifying obstacles and supporting factors for the implementation of the programme of measures and thus enabling a successive process optimisation. The process evaluation takes place during the project and also evaluates the findings of the entire process ex-post. Instruments for this are monitoring questionnaires, stakeholder interviews and focus groups.
As a basis for the impact evaluation, acceptance and awareness among the population, visitors, employees and other target groups of the measure will be evaluated and changes in traffic behaviour will be surveyed. Finally, the traffic effects, the effects in terms of GHG- and NOx-reduction, and other effects are evaluated on this data basis.
The practice-oriented results contain analyses of obstacles and promoting factors, recommendations for actions, quantitative and qualitative impact statements and the analysis of target group and measure-specific causals.
