Bilateral energy partnerships are, alongside work in multilateral energy organisations and initiatives, they are the central instrument of the German government's strategy of the German government under the leadership of the Federal Ministry for Economic Affairs and Climate Action (BMWK).
China is the world's most populous country with a rapidly growing economy, which contributes to the fact that the People's Republic is now the world's largest energy consumer and producer. The increasing demand for energy means that China's influence on energy markets is growing. Therefore, the partnership with China is a focus of the BMWK's commitment to the internationalisation of the energy transition. The aim is to support and further develop the Chinese energy sector in the areas mentioned above. 

The Wuppertal Institute and German Energy Agency are commissioned by the GIZ (Deutschen Gesellschaft für Internationale Zusammenarbeit) to develop studies, participate in workshops, and provide inputs to joint studies with Chinese stakeholders on different topics, such as flexibility for power system, sustainable heat supply, energy storage, hydrogen, etc.
