The project consortium supported the European Commission (DG ENER) in the preparation, development and implementation of European policies and initiatives and legislative proposals in the field of energy. The purpose of the framework contract was to provide external expertise to ensure objectivity and high-level technical services to support the European Commission within the domain of energy. The request for services included various economic tasks in the field of energy. For example, the Wuppertal Institute was involved in the development of a hands-on approach for the practical application of the "Energy Efficiency First" (EEF) principle. It served as the basis for the European Commission's guidance document for the Member States on how to implement the EEF principle.
