The German government has a unit named Bundesverwaltungsamt, which offers to coordinate consulting services from private companies to public institutions and agencies, including but not limited to the Federal Government. For this purpose, the Bundesverwaltungsamt organizes tenders for framework contracts. Since 2019, the Wuppertal Institute has been a member in the consortium for this framework contract on consulting services regarding strategy development for the top management of ministries and agencies. The German branch of the Boston Consulting Group is leading the consortium. The project ZukunftRLP is a specific contract under this framework contract.
