Monetary and Physical Energy Flow Accounting for the Dominican Republic

In 2017, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety commissioned the GIZ (via the International Climate Protection Initiative – IKI) to implement a project to support the energy transition towards a climate-friendly energy sector in the Dominican Republic.

Such transition processes involve a range of institutional, regulatory, infrastructural, technical and policy measures on the part of public and private actors. These measures usually have an impact on policy-relevant goals in different policy areas: Energy policy, environmental policy, economic policy and also social policy. The analysis of the resulting multiple interactions requires a solid information system that allows, among other things, the consideration of these interdependencies in a coherent way.

The System of Environmental and Economic Accounting (SEEA) and its satellite accounts represents the international standard for such an information system. Within the projects PEFA-DR and MPEFA-DR the Wuppertal Institute advised a national expert commission of the Dominican Republic, which is composed of representatives of different governmental institutions such as the Ministry of Mines and Energy, the Ministry of the Environment and the Central Bank. The advisory activities concern the modular implementation of the national physical and monetary satellite accounts for energy as well as the accounts for energy-related air emissions for the Dominican Republic. These consulting activities started under the PEFA-DR project and continued under the follow-up project MPEFA-DR.
