Climate Protection in Spatial and Settlement Development - Opportunities to Shape Regional and Urban Land-Use Planning

The objective of the research and development project is on the one hand, to systematically evaluate the current state of research and knowledge concerning possible contributions of an energy-saving and energy-efficient spatial and settlement development to climate protection (and also to cushioning the impacts of climate change). On the other hand, the project presents in detail how the current consideration of climate protection goals is reflected in planning instruments and where strengths and weaknesses are located in the implementation process. This is based on an analysis of selected current plans of regional and urban land-use planning, as well as associated case studies. A condensed and practice-oriented working guidance for an effective perception of climate protection tasks within regional and urban land-use planning will join the results of the research in an application-oriented manner. Besides the presentation of best practice examples, a special emphasis will be laid on the formulation of legally secured goals, the assignments and argumentations for reasoning, as well as the demonstrative visualisation of suitable solution possibilities. The project is coordinated by the BKR Aachen (Bureau of Local and Regional Planning).
