Development of the Study "Mobility 2050" as Part of the "Masterplan 100 % Climate Protection" for the City of Munster

Munster has successfully applied as a master plan municipality and thus, Munster aims at reducing its greenhouse gas emissions by at least 95 per cent by 2050 and strives to halve the final energy consumption by 2050 in order to contribute to the national climate protection. In addition to buildings, households and industry, the transport sector is responsible for a significant share of greenhouse gas emissions. On the national average, the transport sector is responsible for about 20 per cent of all greenhouse gas emissions.

As technical improvements on the vehicle efficiency (change of energy source and more efficient vehicle design) will not be enough to achieve the ambitious climate and energy policy goals, strategies and measures which help to reduce the motorised private transport and/or shift traffic to more environmentally friendly transport modes play a decisive role for future mobility concepts.

Against this background, the city of Munster has recognised the importance of the transport sector in order to achieve the objectives mentioned above. Therefore Munster has put a special emphasis on the transport sector while developing the master plan.

Firstly, the status quo has been analysed: Which transport modes are used for which purposes and within which distances? Which are the strengths and weaknesses of the existing transport system in Munster? Based on this analysis, a future vision for Munster's mobility has been developed. The future vision focuses on passenger transport and includes strategic statements about future mobility of people in order to achieve the goal of climate neutrality in the transport sector.

In a time-staggered concept, the core strategies have been presented and key measures have been allocated. Overall, this study is a contribution to the master plan.
