Mobility Concepts to Support General Public Services in Low-Demand Regions - Manual on Flexible Transport Systems

On the basis of an overall and systematic evaluation of existing flexible transport systems, it is the aim of this project to develop a manual to help municipal and regional transport planners to provide background information and planning tools for the conception of flexible bus systems. Special attention is paid to the specific structure of the region.
The manual contains of six chapters dealing with "transport systems", "framework conditions", "implied planning aspects", "organisational aspects", "economy/efficiency" and "customer-oriented communication". Additionally, a chapter deals with alternative options for regions which have an extremely low density of population.
In order to ensure the user-friendliness of the manual, the draft will be discussed with municipal and regional practitioners, decision-makers and scientific representatives. The draft of the manual is tested in three different regions where there is a lack of experience in planning and operating a flexible bus system.
Central research questions:
1. Which flexible operating form is suitable for which region?
2. To what extent does the chosen operating form contribute to the protection of services of public interests in poor demanding areas?
3. To what extent do flexible operating forms contribute to a higher profitability of the public transport system in poor demanding areas and how can the quality of the public transport system be improved coevally?
4. Which legally required options do exist within the permission policy for a flexible operating form?
5. Which political and planning actors and opinion makers are integrated in the planning process?
6. Which marketing and communication strategies are suitable for flexible operating forms?
