Advising the BMZ on Market-Based Climate Action within GIZ's "Sektorvorhaben Klima"

With the adoption of the Paris Agreement in 2015, the Parties set ambitious global mitigation goals, which are to be achieved with the help of Nationally Determined Contributions (NDCs). In accordance with Article 6 of the Convention, the Parties can cooperate in implementing their NDCs. It is possible for reduction measures to be implemented in one country and the resulting emission reductions to be transferred to another country and counted towards its NDC. These instruments should not only serve climate change mitigation but also make a positive contribution to sustainable development. However, the Parties to the Paris Agreement have not yet succeeded in agreeing on the implementation provisions for Article 6, and the Climate Change Conference in Madrid at the end of 2019 was also unable to adopt rule bool for Article 6.

Against this background, the Wuppertal Institute provides consulting and support services to the German Federal Ministry for Economic Cooperation and Development (BMZ) by assisting EBP Switzerland in the implementation of a sector project for the German International Cooperation Agency (GIZ). The aim of the overall sector project is to integrate transformative approaches into German and international development cooperation that contribute to emissions-neutral development and are in line with the Paris Agreement. Wuppertal Institute contributes to this goal by working on issues related to the market-based climate protection instruments anchored in Article 6 of the Paris Agreement.
