Decarbonisation of Industrial Production (DekarbInd) – Assessment of Decarbonisation Measures and Development of Key Points of a Roadmap for the Steel and Cement Industry

Germany has committed to becoming greenhouse gas neutral by 2045. In 2022, the German industrial sector emitted 164 million tonnes of CO2 equivalents. It thus contributed 22 per cent of national greenhouse gas emissions and is the second largest source of emissions in Germany after the energy industry. Around two thirds of industrial emissions come from energy-intensive industry. The steel and cement industries together account for more than half of these emissions.

The decarbonisation of the industrial sector requires new technological concepts and suitable, long-term political framework conditions that open up fields of action and decision-making paths for the industries at an early stage. In the project commissioned by the Federal Environment Agency (UBA), the researchers drew up key points for roadmaps for the decarbonisation of the steel and cement industries. The key points provide concrete indications as to which technologies and measures can be implemented by the cement and steel industry by 2030 and which further steps are required by 2050.

The project was carried out and scientifically supported by the Fraunhofer Institute for Systems and Innovation Research ISI (project management) and the Wuppertal Institute. Stakeholders from industry, social interest groups, politics and science were involved in the project. This made it possible to develop the key points with the greatest possible transparency, participation and practical relevance.

The Wuppertal Institute researchers involved focused on developing a cross-industry methodology and an Excel tool for evaluating decarbonisation measures in the industry in general as well as a vision and key points of a roadmap for the decarbonisation of the cement industry together with the entire research team.
