Cities and municipalities have had to endure a great deal in recent years, including a global coronavirus pandemic, fire disasters in the US and devastating floods like those in Germany. These are also consequences of anthropogenic climate change, and cities have to be better prepared for such events in future. In particular, the cata-strophic flooding Germany experienced in July 2021 demonstrated how ill-equipped municipalities are for this type of incident.
