The German Circular Economy Act (German: Kreislaufwirtschaftsgesetz, or KrWG for short) places waste prevention at the top of the waste management agenda. In view of the key role that cities and municipalities play in waste prevention, they are therefore required to draw up municipal waste prevention concepts in which past activities are evaluated and future measures are strategically prioritised.
On behalf of the Green Capital Agency of the City of Essen, the consortium consisting of the Wuppertal Institute, Prognos AG and INFA GmbH is developing a waste prevention concept for the City of Essen, which aims to maximise the potential for waste prevention, reuse and recycling of municipal waste in a participatory process.
Waste prevention and reuse strategies already practised in Essen will be analysed and other strategies will be examined to determine their suitability for Essen. While INFA GmbH will analyse the existing recycling structures and waste streams, Prognos AG will prepare an energy and greenhouse gas balance and a controlling concept. The Wuppertal Institute is responsible for identifying key stakeholders as well as existing waste prevention activities and initiatives. On this basis, the project team will develop a stakeholder participation concept to prioritise future strategies in workshops.
As a result, a roadmap for concrete implementation will be developed based on a comprehensive potential analysis.
