Draft of Full NAMA Concept Document for the Sustainable Public Transport Program (SPTP) NAMA in the Philippines

In the project the Wuppertal Institute supported the TRANSfer project run by GIZ to develop the Sustainable Public Transport Programme (SPTP) in the Philippines as a Nationally Appropriate Mitigation Action (NAMA). Today, urban transport in the Philippines is afflicted by largely unregulated public transport services dominated by Jeepneys, which are local paratransit vehicles that typically carry up to 20 passengers. Oversupply, the lack of fixed stops and inefficient vehicle technology leads to chaotic and congested traffic conditions and to high transport-related emissions. The SPTP will introduce reform measures to consolidate and modernise public transport provision in the Philippines. It is expected that this will yield significant GHG emission reductions. The TRANSfer project supports the government of the Philippines to develop the SPTP, to register it as a NAMA for recognition and to approach national and international funding sources.

The Wuppertal Institute assisted the activities in preparing a Full NAMA Concept Document. Information needed for the Concept Document were extracted and reviewed based on existing documentations and reports. Supplementary information was collected in cooperation with GIZ and local partners. The inputs were complied to prepare the Full NAMA Concept Document, which was refined in an iterative process with the partners.

The drafted Full NAMA Concept Document is an important step to enable the Philippine government supported by the TRANSfer-project to register the SPTP as a NAMA with the UNFCCC for recognition and requesting external support.

The TRANSfer project is run by GIZ and funded by the German Ministry for the Environment, Nature Conversation, Building and Nuclear Safety (BMUB) under the International Climate Initiative. Its objective is to support developing countries to develop and implement climate change mitigation strategies in the transport sector as NAMAs.
