The overall objective of the project is the improvement of industrial energy efficiency and the reduction of industrial emissions and waste in China by 3-5 percent per year through the implementation of innovative voluntary agreements between local governments and companies. In China, voluntary agreements seem to be highly effective to support the cooperation among stakeholders and to mobilise the companies' potential capacity to achieve high environmental standards. The target group consists of the 14 large companies in terms of energy consumption and polluting emissions in the western Chinese cities of Kelamayi and Xian as well as in Nanjing.
The Wuppertal Institute as a partner has the responsibility for three activities: Activity one develops an overview of energy efficiency, industrial emissions and environmental management approaches in relevant industry sectors in the EU, which then can be used as a "benchmark" for the Chinese target companies. The second activity explores options to integrate the CDM approach into the project, whilst activity three diffuses the project results through the network of the UNEP Centre for Sustainable Consumption and Production.
