On behalf of and in cooperation with the German Development Agency GTZ, the Wuppertal Institute prepared a Policy Paper "Towards a Sustainable Energy System: Integrating Renewable Energy and Energy Efficiency is the Key". This paper was published at the World Conference "Renewables 2004" in Bonn where government representatives from 154 countries agreed on a political declaration on common policy strategies to strengthen the role of the renewable energies. Based on an international action program consisting of about 200 contributions, the governments as well as international organisations and stakeholders have committed themselves to a series of activities aiming at the further development of renewable energies.
