Scientific Consultation of the Project "Unlimited Combined Tickets"

  • Project no. 254203
  • Duration 03/2026 - 07/2026

Leisure and event travel account for a significant part of daily transport, yet they are often overlooked in the context of the mobility transition. Integrated ticketing of events and public transport can play a key role in fostering more sustainable event mobility: when event tickets double as transit passes for public transport, attendees are significantly more willing to travel without a private car. While existing offers are mostly limited to local or regional transport networks, the vision of a nationwide "Unlimited Combined Ticket" bears the potential to make shifting to public transport attractive to millions of people, thereby sustainably reducing transport-related emissions.

Initiated by the German Association of the Concert and Event Industry (abbreviated BDKV, per its German name) and implemented by the agency "The Changency", the "Unlimited Combined Ticket" project aimed to analyse the possibilities, challenges, and framework conditions of combined tickets that are valid nationwide for local public transport on the day of the respective event. To this end, the project team conducted qualitative interviews with key stakeholders across the cultural, sports, and transport sectors, alongside a comprehensive quantitative survey of 130 event organisers representing a cumulative volume of 27 million ticket sales annually.

The team at the Wuppertal Institute supported the feasibility study through an external scientific review, critically validating the applied methodology, assumptions, developed scenarios, and SWOT analyses.

The study is available to download free of charge via the link below in German language, both a full and an abridged version.
