Evaluation of the German Resource Efficiency Programme ProgRess

Germany is considered a pioneer in developing a national resource efficiency agenda. With the publication of the German Resource Efficiency Programme (ProgRess), the "Programme for the sustainable use and conservation of natural resources" in 2012 and its update in 2016, the German Federal Government has set a milestone for further development in this area. Against the background of the planned second update of ProgRess in 2020, this project evaluates the implementation mechanisms of the programme itself and the impacts of policy processes. The aim is to identify strengths and weaknesses and to highlight options for the institutional and strategic advancement of the programme and its processes.
