Review Study of the Existing Ecodesign and Energy Labelling Measures for Solid Fuel Boilers Covered Under Commission Regulation (EU) 2015/1189 and Commission Delegated Regulation (EU) 2015/1187

The Ecodesign Directive has created a framework for defining requirements for energy-related products. The aim of the Directive is to ensure the free movement of these products within the internal market of the European Union.

According to Article 7 of the Regulation (EU) 2015/1189 and Article 7 of Regulation (EU) 2015/1187, both regulations are to be reviewed by the Commission by 1 January 2024 at the latest with regard to the technical progress. The following issues will be examined in more detail, particularly with regard to ecodesign and energy labelling:

  • to include solid fuel boilers with a rated heat output of up to 1000 kilowatt;
  • to include non-woody biomass boilers, with ecodesign requirements for their specific types of pollutant emissions;
  • to set stricter ecodesign requirements for energy efficiency and for emissions of particulate matter, organic gaseous compounds and carbon monoxide;
  • to vary the verification tolerances.
  • to add a water heating efficiency class on the label for combination boilers.

The aim of the specific contract is to assist the Commission throughout the whole process of review of both Regulations. The review shall follow as closely as possible the Better Regulation Guidelines and Better Regulation Toolbox.

Within the project, the project partners are dedicated to the following three main tasks:

  • Assistance with the Call for Evidence and Open Public Consultation
  • evaluation of Regulation (EU) 2015/1189 and Regulation (EU) 2015/1187
  • Impact assessment

In addition, the project partners will prepare an impact assessment report and a working paper with detailed proposals for possible amendments to the regulation.
