SUMPs-Up

The SUMPs-Up project will accelerate the uptake of Sustainable Urban Mobility Plans (SUMPs), ensuring that SUMP is the primary mobility planning concept in Europe. SUMPs-Up in particular addresses regions in Europe where the uptake of the SUMP concept is currently low. An experienced consortium of public and private organisations, including four major city networks and seven frontrunner cities, carries out the project.

SUMPs-Up reviews, strengthens and integrates existing SUMP resources, designing a support system to assist cities to develop high quality SUMPs. The objective is to accelerate the development of 100 SUMPs, to reach out to 600 cities and to engage about 80% of the EU-cities above 50,000 inhabitants.

SUMPs-Up analyses specific take-up needs in local authorities and identifies the most effective tools for SUMP development, which will be integrated into a SUMP Tool Inventory. The project supports cities in designing and packaging SUMP policies and measures and also fosters knowledge-transfer and peer-to-peer exchange on SUMP development and implementation. This is enriched by experiences from the city partners who are testing innovative solutions in SUMP preparation and implementation. SUMPs-Up also addresses national governments and multipliers and encourages them to develop facilitating structures for SUMP.

SUMPs-Up sets up an Innovation Pilot Pool with a budget of EUR 1 million to involve a minimum of 300 additional local experts. The Innovation Pilot Pool creates a mechanism that allows identifying and validating the most effective concepts, approaches and methodologies in SUMP practice for different framework conditions and different types of cities, complemented by a peer learning programme, to leverage resources and enable more cities to apply the SUMP concept.

The Wuppertal Institute is in particular responsible for the monitoring and evaluation activities in the project. SUMPs-Up monitors the SUMP development in cities to ensure that high quality SUMPs are developed and by evaluating the impact of the plans, the positive impacts of SUMP are highlighted. Close monitoring and evaluation of the project activities and of the tools and guidance provided will serve as a quality control mechanism and will allow to further optimise the SUMP support activities.
